AZ SB1203

Prohibits manufacturers from knowingly selling or offering for sale cosmetics in Arizona that used animal testing conducted by the manufacturer, suppliers, or contractors during development or manufacture.

Effective date January 1, 2025, with grandfather clause allowing sale of cosmetics and ingredients tested on animals before that date if no new animal testing is conducted after December 31, 2024.

Provides exceptions for animal testing required by foreign regulatory authorities (if evidence not relied upon in Arizona), testing for non-cosmetic products under federal/state requirements, and testing requested by federal or state agencies when no alternative methods exist and serious health risks are documented.

Establishes civil penalties of up to $1,000 for the first day of violation and $500 for each additional day of violation.

Declares cosmetic regulation a statewide concern and preempts all county, city, town, and local government regulations that conflict with this law.
