Prohibits critical telecommunications infrastructure in Arizona from using equipment manufactured by federally banned corporations or equipment banned by the federal government, effective December 31, 2024.

Requires removal and replacement of all prohibited telecommunications equipment already in operation within or serving Arizona with compliant equipment.

Mandates all telecommunications providers operating in Arizona register with the Corporation Commission, provide contact information, and annually certify compliance with equipment prohibitions.

Establishes civil penalties of $10,000 to $100,000 per day for violations and prohibits non-compliant providers from receiving state or federal monies for telecommunications infrastructure development.

Defines prohibited equipment to include items from the People's Republic of China, Russia, Iran, North Korea, Venezuela, and Syria, as well as state-owned enterprises or companies controlled by these foreign adversaries.
