Adds section 32-1901.02 to Arizona Revised Statutes defining unprofessional conduct for pharmacies, including introducing policies or procedures that deviate from safe practices.

Prohibits unreasonably preventing or restricting patient access to records or pharmacy services, and requires identification and resolution of conditions interfering with pharmacist competency and patient safety.

Forbids requiring pharmacists to operate pharmacies with unsafe policies, failing to provide necessary resources, and disciplining or retaliating against pharmacists who refuse to operate unsafe pharmacies or report violations of state or federal law.

Protects pharmacists' ability to use professional judgment in practice and prohibits interference with that judgment.

Directs the Arizona State Board of Pharmacy to adopt rules necessary to implement these provisions and defines "safe practices" as practices aimed at preventing risks, errors, and harm to the public.
