Requires manufacturers of vapor products sold in Arizona to certify annually to the Attorney General that their products have received FDA marketing authorization or were marketed before August 8, 2016 with a pending premarket application.

Establishes a publicly available vapor product directory maintained by the Attorney General listing all certified manufacturers and products, updated at least monthly beginning October 1, 2024.

Prohibits the sale of vapor products not listed in the directory as of October 1, 2024, with civil penalties ranging from $500 for first violations up to $3,000 for fourth and subsequent violations within 36 months.

Creates a vapor product fund from certification fees, administered by the Attorney General exclusively for administering and enforcing this chapter.

Requires nonresident or foreign manufacturers to appoint and maintain a U.S. agent for service of process, with failure to do so resulting in exclusion from the directory and appointment of the Secretary of State as agent by default.
