Prohibits state, city, town, or county governments from monitoring personal online activity or speech of employees who are not acting in a professional capacity, not using government-issued devices or equipment, and not using government-affiliated social media accounts.

Allows monitoring of personal online activity when there is reasonable suspicion an employee is conducting state business using personal accounts, sharing confidential information, or attributing statements to their official role.

Permits monitoring when investigating employee complaints, allegations of policy violations, suspected illegal activity, or credible third-party reports of improper conduct.

Allows monitoring to investigate, prevent, or respond to threats against the government entity, its employees, elected officials, or workforce.

Establishes that regulation of employee monitoring under this section is a matter of statewide concern and may not be further regulated by counties, cities, towns, or other political subdivisions.
