Shifts vacancy-filling authority from the board of supervisors to the county chairman, who submits names to the county recorder or elections officer for approval.

Clarifies that when a legislative district includes multiple counties after redistricting, precinct committeemen from the county with the highest number of registered voters in that political party serve as the county committee.

Maintains existing requirement that only precinct committeemen elected at primary elections before state or county committee organizing meetings may vote at such meetings.
