Modifies permitted use dates for counties with fewer than 500,000 people to July 4 through July 5 and December 31 through January 1, removing previous June 24 through July 6 window.

Removes requirement for signage listing specific dates related to Diwali on retail fireworks displays, keeping only standard NFPA 1124 signage requirements.

Maintains existing prohibitions on fireworks use within one-mile radius of preservation lands, parks, and conservation areas, and between 11:00 p.m. and 8:00 a.m. with New Year's Eve and July 4 exceptions.
