SB 1222 Summary

• Prohibits public service corporations, their affiliates, and principals from making direct or indirect contributions to Arizona Corporation Commission candidates or candidate committees.

• Prohibits Corporation Commission candidates from accepting or soliciting contributions from public service corporations, their affiliates, and principals.

• Treats coordinated expenditures by public service corporations as in-kind contributions if made in cooperation with or at the request of a Corporation Commission candidate.

• Defines coordination to include expenditures based on nonpublic campaign information, expenditures by entities controlled by the candidate, and expenditures by firms that employ campaign staff or strategists within the preceding four years.

• Allows entities to establish firewalls with physical/technological separations and written policies to prevent coordination, but the entity bears the burden of proving the firewall was effective.
