School districts and charter schools must adopt a green cleaning policy and purchase environmentally sensitive cleaning products by December 31, 2025, with an exception if implementation is not economically feasible.

State agencies must reduce energy use in public buildings by 20 percent per square foot by July 1, 2030, using 2001-2002 baseline year.

State agencies, universities, school districts and community college districts must purchase at least 10 percent of energy requirements from green sources by July 1, 2029.

Existing state buildings over 50,000 square feet and all new or leased state buildings must conform to Leadership in Energy and Environmental Design green building standards.

Establishes the energy and water efficiency fund for public facilities administered by the Arizona Commerce Authority to provide $10 million in loans to state agencies, universities, cities, towns, counties and political subdivisions for energy and water efficiency measures.
