Establishes a manufacturer-funded statewide recycling program for covered electronic devices (computer monitors, desktop/portable computers, and televisions with viewable areas greater than 4 inches diagonally).

Requires manufacturers to register annually with the department, pay registration fees, and submit plans describing how they will provide statewide collection, transportation, and recycling services by January 1, 2025.

Prohibits manufacturers and retailers from selling covered electronic devices unless they are branded and included in a manufacturer's registered plan.

Mandates manufacturers provide free collection and recycling services to households in every county and at least one collection site in cities with populations of 50,000 or more; manufacturers may charge only for premium services like scheduled pickups.

Creates the covered electronic devices fund administered by the department to implement and enforce the program, funded by manufacturer registration fees, gifts, grants, legislative appropriations, and up to $500,000 annually from the existing recycling fund through July 1, 2026.
