Establishes new state crimes for illegal entry into Arizona from a foreign nation outside a lawful port of entry, classified as a class 1 misdemeanor (class 6 felony if previously convicted) under A.R.S. § 13-4295.01.

Creates crime of illegal reentry by certain aliens who have been deported or removed, classified as class 1 misdemeanor (class 3 or 2 felony depending on circumstances) under A.R.S. § 13-4295.02.

Authorizes courts to issue orders requiring aliens to return to their country of origin, with law enforcement responsible for monitoring compliance and reporting to the Department of Public Safety.

Grants civil and federal liability immunity to state and local officials, employees, and contractors enforcing these provisions, with indemnification for damages up to specified caps ($100,000-$300,000 for personal injury/death, $10,000 for property damage).

Prohibits enforcement of illegal border crossing laws on premises of educational institutions, places of worship, and health care facilities.
