SB 1242 Summary

• Expands eligible entities that may transport groundwater from the Harquahala irrigation non-expansion area to include public service corporations regulated by the corporation commission, in addition to state and political subdivisions.

• Requires entities transporting groundwater to install water measuring devices and submit monthly reports to the Department of Water Resources detailing withdrawal volumes, transport volumes, and end use or destination.

• Allows up to 10 percent of total available groundwater from the Harquahala area to be transported to La Paz County for eligible entity use or to be sold/leased to providers in Phoenix, Tucson, or Pinal active management areas.

• Requires the Department of Water Resources to submit annual reports by July 1 to the Governor, legislature, and Secretary of State detailing total and entity-specific groundwater withdrawals, transport volumes, and destinations.

• Authorizes eligible entities to apply for water conservation grants to distribute rebates for installation of gray water systems.
