Changes terminology from "active early voting list" to "permanent early voting list" throughout Arizona election law (sections 16-245, 16-411, 16-461, 16-510, 16-542, and 16-544).

Removes the provision that allowed county recorders to remove voters from the permanent early voting list if they failed to vote early ballots in all elections for two consecutive election cycles.

Eliminates the requirement for county recorders to send confirmation notices to voters on the permanent early voting list who did not vote early in two consecutive cycles, and removes the 90-day response period to maintain list status.

Specifies that voters' failure to vote an early ballot once received does not constitute grounds for removal from the permanent early voting list, except for voters not registered with a recognized political party who fail to designate a ballot choice for partisan primaries.

Updates sample ballot mailing requirements to exclude permanent early voting list members from receiving sample ballots by mail in presidential preference, primary, and general elections.
