Removes requirement that Arizona environmental standards be no more stringent than corresponding federal law (eliminates former section 49-104(A)(16)).

Directs the Arizona Department of Environmental Quality to establish drinking water aquifer quality standards for perfluorooctanesulfonic acid, perfluorooctanoic acid, chromium-6, 1,4-dioxane, and other per- and polyfluoroalkyl substances detected in public water systems.

Requires the department to review standards adopted by other states, scientific evidence, and federal health agency studies when developing the new drinking water standards, with annual reviews of peer-reviewed science.

Requires the department to open rulemaking within one year after the federal administrator establishes new primary drinking water maximum contaminant levels and adopt them as aquifer water quality standards unless substantial opposition demonstrates they are inappropriate for Arizona.

Allows any person to petition the director to adopt standards for pollutants detected in drinking water aquifers, requiring the director to institute rulemaking within 180 days if the petition demonstrates the pollutant is toxic and technical information exists to base a standard on.
