Expands water measuring device requirements to nonexempt wells outside active management areas and irrigation non-expansion areas, with exemptions for small non-irrigation users (10 acre-feet or fewer annually) and small irrigation operations (10 acres or fewer).

Adds new annual reporting requirement for persons withdrawing groundwater from nonexempt wells outside active management areas and irrigation non-expansion areas, requiring them to report well location, quantity withdrawn, fuel/electricity consumed, and water uses.

Clarifies that small groundwater users (withdrawing 10 or fewer acre-feet annually for non-irrigation or irrigating 10 or fewer contiguous acres) are exempt from measuring device and reporting requirements unless part of larger integrated operations.

Amends reporting deadlines and penalty provisions in the groundwater code to standardize language and cross-reference requirements across different well categories.

Updates Pinal active management area southside protection zone reporting requirements to reference amended groundwater measuring and reporting provisions.
