Amends well drilling notice requirements to require statement of no objection from governing bodies (municipalities, counties, irrigation districts, or county water authorities) for exempt wells located in water service areas before drilling approval.

Adds new section 45-596.01 requiring persons drilling wells within city/town limits, irrigation district boundaries, or within five miles of the Colorado River in counties adjacent to the Colorado River who hold Colorado River water entitlements to obtain and submit a statement of no objection from the appropriate governing body.

Establishes 45-day review period for governing bodies to approve or reject well drilling applications; if no action is taken within 45 days, the director assumes no objection and may approve the permit.

Defines "water service area" as the service area specified in a Colorado River entitlement contract.

Repeals Laws 2007, chapter 91, section 3.
