Amends Arizona Revised Statutes Section 35-152 to prohibit state officers, employees, or agents from opening accounts or paying fees and expenses for special masters appointed by federal courts.

Requires legislative appropriation before state funds can be used to pay special master fees and expenses incurred by federal court appointments.

Provides liability protection for state officers, employees, or agents who comply with the prohibition on paying special master fees without legislative appropriation.

Applies the requirements to all bills for special master fees and expenses submitted after July 13, 1995.
