• Amends section 16-317 to allow candidates for local office to collect up to 110% of minimum required nomination petition signatures through the state's secure online portal beginning in 2025 (through 2024, candidates could collect only up to the minimum).

• Modifies section 16-550 regarding early ballot signature verification procedures and adds provisions for conditional provisional ballot voters to provide proof of identification within the cure period.

• Allows candidates who collected signatures on petition forms dated August 6, 2024 (the former primary election date) to submit those signatures for the rescheduled July 30, 2024 primary election without rejection based solely on the date discrepancy.

• Extends the signature cure period for all elections in 2024, 2025, and 2026 to the fifth calendar day after elections that include federal offices and the third business day after other elections.

• Designated as an emergency measure effective immediately upon approval by the Governor on March 6, 2024.
