Prohibits the state of Arizona, state agencies, and local governments (cities, towns, counties, political subdivisions) from exposing minors to sexually explicit materials and requires contractors to comply with this prohibition.

Prohibits state and local government-owned, leased, or managed facilities and properties from being used for filming or facilitating sexually explicit acts.

Classifies violations of this section as a class 5 felony.

Defines "sexually explicit materials" as textual, visual, audio, or other media depicting sexual conduct, sexual excitement, or ultimate sexual acts (including specific sexual acts).
