Repeals and replaces Arizona Revised Statutes section 16-449 regarding electronic voting system testing and certification.

Requires all electronic or electromechanical voting systems to be thoroughly tested after maintenance and programming to verify proper operation and correct election definition.

Mandates public logic and accuracy testing of automatic tabulating equipment no more than 25 days before early voting begins, with additional testing permitted up to 10 days before election day if ballots are unavailable.

Requires county election officials to provide written notice of testing to political party chairpersons, candidates, and the Secretary of State at least 30 days before early voting, and establishes an accuracy board to certify test results.

Creates criminal penalties including Class 6 felony for tampering with device seals without authorization and Class 4 felony for reprogramming tested devices without additional logic and accuracy testing.
