Establishes an Advanced Practice Registered Nurse (APRN) Compact allowing APRNs licensed in their home state to practice in other party states under a multistate license and licensure privilege.

Requires APRNs seeking multistate licenses to meet uniform requirements including accredited graduate-level education, national certification, 2,080 hours of APRN practice, and criminal background clearance.

Creates an Interstate Commission of APRN Compact Administrators to promulgate rules, oversee compliance, maintain a coordinated licensure information system, and facilitate information sharing among member states.

Permits multistate licenses to include prescriptive authority for noncontrolled prescription drugs, with controlled substances subject to individual state requirements.

Preserves Arizona's authority over APRN scope of practice and allows the governor to withdraw from the compact if the commission adopts rules changing scope of practice requirements.
