Amends Arizona Revised Statutes section 28-645 regarding traffic control signals and right turns on red lights.

Establishes that a right turn on a red signal may be prohibited at an intersection only if a registered engineer evaluates the intersection, determines the turn is unsafe at specific times or all times, documents the determination, and a prohibition sign is erected.

Changes the language from "any intersection" to "an intersection" to clarify when right-turn-on-red prohibitions can be implemented based on engineering evaluation rather than arbitrary authority.

Maintains existing requirements that drivers turning right on red must yield the right-of-way to pedestrians and other traffic proceeding as directed by the signal.
