Requires academic units at Arizona Board of Regents universities to prominently post course information including title, comprehensive syllabus with all course materials, instructor name with curriculum vitae/resume and published works before classes begin.

Prohibits academic units from listing courses or allowing student enrollment if they fail to post required information; ABOR must establish enforcement policies and procedures.

Adds new protections requiring ABOR and universities to adopt personnel policies that protect First and Fourteenth Amendment rights and prohibit retaliation against administrators, faculty, employees and students for exercising protected speech rights.

Expands free expression policy requirements to cover administrators, faculty and employees in addition to students, with new investigation procedures including advance notice, opportunity to respond, disclosure of findings before final report, and inclusion of responses in final report.

Expands disciplinary hearing rights to include administrators, faculty and other employees; adds right to counsel if discipline could result in suspension over 30 days, expulsion, or employment termination.
