Amends Arizona Revised Statutes section 15-1626 to clarify the Arizona Board of Regents' authority to delegate administrative powers to committees, university presidents, and other entities under its control.

Specifies that the board may rescind any delegation of authority at any time in whole or in part, and clarifies that delegation does not limit or affect the board's responsibility to faithfully execute all of its duties.

Makes technical corrections to statutory language, including changing "vice-presidents" to "vice presidents" and updating pronoun references from "its" to "the board's" throughout the section.

Adds clarifying language that the board's estimated tuition and fee revenue in budget requests shall be based on rates in effect at submission time with adjustments for projected enrollment changes.
