Requires the Arizona Board of Regents to adopt personnel policies protecting First and Fourteenth Amendment rights for all board and university employees, with prohibitions on retaliation for exercising those rights.

Mandates that university presidents adopt policies and procedures to enforce free expression protections and prohibit retaliation against students, administrators, faculty, and employees.

Expands free expression policy requirements to include administrators, faculty, and employees (not just students), with specific investigation procedures including advance notice, opportunity to respond, and disclosure of findings before final reports.

Requires disciplinary hearings for all individuals subject to discipline to include advance written notice, evidence review, witness confrontation, defense presentation, impartial decision-makers, appeals rights, and right to counsel when suspension over 30 days, expulsion, or employment termination is possible.

Changes the article heading in the Arizona Revised Statutes from "Students' rights" to "Students' and employees' rights" and requires universities and community colleges to publish free expression policies in all handbooks, websites, and orientation materials.
