SB 1311 Summary

• Requires AHCCCS to adopt rules for contractors and agencies to collect, report and analyze data on clinical outcomes for members with serious mental illness designations, with annual reporting to the Governor and Legislature beginning December 31, 2025.

• Mandates specific data collection on hospitalizations, readmissions, incarceration-related enrollment suspensions, crisis system responses, member deaths, homelessness, behavioral health residential facility admissions, court-ordered treatment adherence, and other clinical metrics.

• Requires medical directors to document in writing the reasons for denying applications for evaluation or emergency admission, denying petitions for evaluation, releasing persons from evaluation, and discontinuing court-ordered evaluation, with records retained in patient files and court records.

• Establishes a data gap workgroup to develop recommendations by October 1, 2025, on improving availability and transparency of information related to members with serious mental illness, including data on screening, evaluation, services, discharge reasons, employment, and deaths.

• Implements implementation deadlines of October 1, 2025, with interim reports due December 31, 2024, and confirmation of implementation due December 31, 2025.
