Requires the Department of Child Safety to develop and implement policies and procedures by December 31, 2025 to ensure young adults leaving care without achieving permanency through reunification, adoption, or guardianship have access to safe and secure housing.

Mandates the department specify in its policies what actions it will take to provide safe and secure housing for eligible young adults.

Requires the department to submit a report outlining the adopted policies and procedures to the governor, president of the senate, speaker of the house, and secretary of state by December 31, 2025.

Defines "young adult" as a person under 21 years of age who is exiting or has exited the department's custody at age 18.
