Directs the joint legislative audit committee to oversee a program review of the Arizona empowerment scholarship accounts program at least 17 months before the program's termination date.

Requires legislative committees of reference to complete a draft program review report 11 months before termination, assess whether the program meets its original objectives, and provide the department 40 calendar days to submit written comments or rebuttals.

Directs the auditor general to conduct a program performance audit examining whether the department manages the program economically and efficiently, whether desired results are being achieved, and whether the program's objectives are being met.

Requires committees of reference to hold at least one public hearing to receive testimony from the public and department officials before deciding whether to continue or terminate the program.

Establishes July 1, 2032 as the termination date for the Arizona empowerment scholarship accounts program, with full repeal of the program provisions on December 31, 2032.
