Establishes Divine Nine special plates issued by the Department of Transportation if an entity pays $32,000 for implementation by December 31, 2024.

Sets the special plate fee at $25 total, with $8 designated as a special plate administration fee deposited to the state highway fund and $17 as an annual donation to a new Divine Nine special plate fund.

Creates the Divine Nine special plate fund to be administered by the director and annually allocated to an entity founded in 2018 that promotes sorority and fraternity cooperation, leadership training, and community education on government issues and economic development.

Allows sorority and fraternity names to be displayed along the bottom of the plates as approved by the department and permits combining Divine Nine plates with personalized plates under established procedures.

Amends Arizona Revised Statutes sections 28-2351, 28-2403, 28-6501, 28-6991, and 28-6993 to include Divine Nine special plates in relevant provisions regarding license plate design, special plate administration, and state highway fund sources.
