Requires the Arizona Department of Environmental Quality to establish and maintain individual tribal consultation policies for each of the 22 federally recognized tribes in Arizona.

Each consultation policy must include tribal-developed requirements for the consultation process, tribal contact information, geographic areas requiring consultation, and eight specific statements regarding sovereignty, government-to-government relationships, and meaningful engagement.

Mandates the department publish all tribal consultation policies on its website within 90 days of the bill's effective date and notify the Governor's office, all 22 tribes, and tribal representative councils of the publication.

Requires the department to update each consultation policy by December 31 of every even-numbered year through direct consultation with tribal governments.

Establishes that consultations must be consistent with Arizona Revised Statutes section 41-2051 and any applicable Executive Orders regarding tribal consultation and cooperation.
