Expands the definition of properties requiring an assured water supply certificate to include "one or more lots, parcels or fractional interests in land" instead of limiting it to subdivided lands, and applies to all lease durations.

Extends assured water supply certificate requirements to properties that do not require plat approval, requiring such certificates before building permits can be approved by cities, towns, or counties.

Removes the January 1, 2008 deadline for adopting rules regarding gray water reuse system credits that reduce water demand calculations for assured water supply applications.

Clarifies that the real estate commissioner may issue public reports for subdivided lands only if the subdivider has obtained either a certificate of assured water supply or a written commitment from a designated water provider and paid required activation and replenishment reserve fees.

Directs the director to study and report by December 31, 2023 on whether applicants seeking building permits for six or more residences should be required to obtain certificates of assured water supply before permit approval.
