Amends Arizona Revised Statutes Section 45-576 to expand assured water supply requirements to building permits for properties that do not require plat approval, including residential, commercial, and industrial development.

Requires cities, towns, and counties to approve building permits for non-plat properties only if the property has a certificate of assured water supply from the director or a written commitment of water service from a designated municipal provider.

Modifies language throughout to replace "subdivided lands" and "subdivider" with broader terms like "lots, parcels or fractional interests in land" and "person" to apply requirements beyond traditional subdivisions.

Changes the requirement that the director notify cities and towns of designated providers from "within thirty days of" to "within thirty days after" the designation or modification.

Removes a deadline requiring the director to adopt gray water reuse rules by January 1, 2008, making the requirement ongoing rather than time-limited.
