Amends section 9-403 to require cities and towns to hold at least one public hearing with at least 10 days' notice before selling real property valued between $1,500,000 and $15,000,000, with notice including property description, reasons for sale, and how to submit public comments.

Requires posting of sale terms on the city's or town's website upon completion of any sale under the new public hearing requirements.

Maintains existing requirement that real property valued at $15,000,000 or more must be authorized by special election before sale, with ballots containing property description and reasons limited to 100 words in eight-point type.

Requires that real property sold under these provisions be sold at not less than appraised value.

Modifies section 28-8414 to allow airport sales to counties, the state, or United States agencies to proceed without advertising or following standard sale procedures in sections 9-402 and 9-403.
