Requires legislative ratification for any proposed rule estimated to increase regulatory costs in Arizona by more than $500,000 within five years of implementation.

Mandates agencies submit proposed rules to the administrative rules oversight committee at least 30 days before the next regular legislative session, which then submits to the legislature.

Allows any legislature member to introduce ratification legislation and exempts proposed rules from the standard rulemaking timeline restriction in section 41-1024, subsection B.

Prohibits agencies from filing final rules with the secretary of state until the legislature enacts ratifying legislation; requires agencies to publish a notice of termination if the legislature does not ratify during the current session.

Exempts emergency rules adopted under section 41-1026 from the ratification requirement and voids any rules meeting the cost threshold that were not properly ratified.
