Prohibits governmental entities from procuring electric vehicles or components unless manufacturers provide sworn certification that no forced labor or oppressive child labor was used in production, mining, or sourcing of materials.

Requires manufacturers to consent to personal jurisdiction in Arizona as part of certification requirements.

Imposes civil penalties of $10,000 per false statement or one-half the total price paid for vehicles/components (whichever is greater) on manufacturers providing false certifications, and equal or greater penalties on employees who knowingly violate the requirement.

Defines "forced labor" as work obtained by force, fraud, coercion, or abuse of legal process, or imposed based on protected characteristics, and "oppressive child labor" as employment of persons under 14 in hazardous occupations like manufacturing or mining.

Applies to all electric vehicle procurement contracts entered into, amended, or renewed after the effective date of the act.
