Removes requirement that driver license and nonoperating identification license applicants prove authorized presence in the United States under federal law.

Adds requirement for applicants to provide social security number, individual taxpayer identification number, or foreign government-issued identification document number on license applications.

Requires driver licenses and nonoperating identification licenses to be marked with "federal limitations apply" if applicant does not provide a social security number.

Establishes that possession of a driver license, instruction permit, or nonoperating identification license is not proof of citizenship.
