Repeals Title 11, Chapter 7, Article 8 of Arizona Revised Statutes and sections 13-1509, 13-2928, 13-2929, and 41-1724.

Removes language from section 13-2319 that allowed peace officers to stop vehicles based on reasonable suspicion of civil traffic violations in human smuggling enforcement.

Removes language from section 13-3883 that authorized arrest without warrant for any public offense making a person removable from the United States.

Removes entrapment defense provisions from sections 23-212 and 23-212.01 relating to employment of unauthorized aliens.

Removes provisions from section 28-3511 authorizing vehicle impoundment when transporting or concealing aliens unlawfully present in the United States; modifies penalty assessment allocation in section 12-116.04 by eliminating $4 allocation to border security enforcement mission subaccount.
