Requires all school personnel who provide academic instruction at qualified schools accepting ESA (Empowerment Scholarship Account) payments to meet at least one of three qualifications: hold a baccalaureate or higher degree from an accredited institution, have at least three years of teaching experience, or possess specialized skills or expertise in their subject area.

Defines "school personnel" to include paid employees hired after January 1, 1990 and non-employee individuals who directly provide services to students and are not parents/guardians.

Excludes from personnel qualifications requirements individuals who are parents or guardians of students attending the school or who work under the direct supervision of paid employees during school activities.

Applies to qualified schools receiving payment from parents or qualified students under Arizona's empowerment scholarship account program.
