Requires the Department of Education to post on its website and include in each Arizona Empowerment Scholarship Accounts (ESA) application packet a notice outlining each legal right that a qualified student and parent waive by enrolling in the program.

Maintains existing provisions for account management, including annual audits, suspension procedures, and an appeals process to the State Board of Education for administrative decisions.

Allows parents to represent themselves or designate a non-attorney representative in appeals hearings, with the State Board of Education authorized to refer cases of substantial misuse to the Attorney General for investigation or collection.

Preserves existing rules for contracting with independent third parties to evaluate educational therapy eligibility, with fallback provisions for county school superintendents and parents if no contract is in place.

Requires the Department to develop an annual applicant and participant handbook that includes policies and processes for ESAs and must be posted on the department's website by July 1 of each year.
