Amends Arizona law governing Education Savings Accounts (ESAs) and their use at non-public schools.

Requires qualified schools accepting ESA payments to notify parents in writing about individual special education services and educational therapies available before accepting tuition from students with disabilities.

Mandates qualified schools provide all accommodations and services required under a student's Individualized Education Program (IEP) or Section 504 plan, unless the parent or student provides written waiver.

Allows students with disabilities to transfer and receive refunds for unused portions of the school year if a qualified school fails to provide required accommodations and services or fails to obtain written waivers.
