Allows qualified students with disabilities to use Arizona Empowerment Scholarship Account (ESA) funds to pay for evaluations provided by a qualified examiner, adding this as an eligible expense under section 15-2402.

Permits parents to obtain independent educational evaluations from qualified examiners (licensed physicians, psychiatrists, or psychologists) to determine disability eligibility when the county school superintendent does not provide an approved list of evaluators within 90 days.

Specifies that evaluation costs shall be paid from the student's ESA funds if available; if insufficient funds exist, the school district must pay for the evaluation and may establish reasonable reimbursement criteria consistent with federal law.

Clarifies that students who previously qualified for ESA funding remain eligible for renewal regardless of changes to their multidisciplinary evaluation team plan until they finish high school.
