Amends Arizona Revised Statutes section 16-547 regarding early ballot affidavits and their form.

Requires the ballot affidavit envelope to be designed so it can be concealed when delivered or mailed to the county recorder or election officer.

Maintains existing affidavit language requiring voters to declare under penalty of perjury that they are registered, have not voted elsewhere, and understand voting multiple times is a class 5 felony.

Preserves provisions for voter assistance affidavits, including requirements that assistants provide aid only due to illness, injury, or physical limitation, and that no power of attorney for voting exists.

Retains instructions to early voters regarding ballot delivery deadlines, signature requirements, and restrictions on ballot handling to only personal, family, household, or caregiver ballots.
