Amends section 35-142 of Arizona Revised Statutes regarding fiscal provisions for state agencies and treasury operations.

Requires each state agency and authorized agents to accept cash and money orders for any amounts due to the agency or the state.

Allows state agencies to accept credit cards and charge convenience fees or service fees/surcharges to cardholders for certain transactions, subject to state treasurer approval.

Prohibits convenience fees or surcharges for permits, licenses, vehicle registrations, driver licenses, or other authorizations needed to pursue a trade, establish a business, or register/license vehicles in Arizona.

Requires state agencies to deduct applicable fees before depositing net amounts into appropriate state funds and to submit proposed fees to the state treasurer for approval.
