Allows cities and towns to appoint park rangers.

Requires cities and towns with populations exceeding 25,000 to appoint at least one park ranger for each park of 10 acres or more that the city or town maintains or administers.

Mandates park rangers be present during park operating hours and maintain visual range of playground facilities, or post ranger contact information at or near playgrounds if visual supervision is not possible.

Permits park rangers to issue citations for violations of ordinances and park rules and regulations.

Clarifies that park rangers do not receive other powers or benefits granted to peace officers, and defines "park" and "playground" for purposes of the statute.
