Requires any person entering into an agreement with a government entity to provide money or in-kind goods/services for election administration to certify at least ten business days in advance that they are not knowingly receiving foreign donations, with annual updates and five-day updates for new information.

Directs the Secretary of State to maintain and post all certifications on its website and requires government entities to file quarterly reports listing persons providing election administration support.

Invalidates any agreement, membership, or program participation if the required certification is not provided or is inaccurate, and bars government entities from continuing any such arrangement with the person.

Makes knowing failure to provide an accurate initial or updated certification a Class 1 misdemeanor and authorizes the Attorney General to seek injunctions, damages of at least $5,000 per violation, and other relief.

Grants qualified electors and state officers a private right of action to enjoin violations, with prevailing plaintiffs entitled to injunctive relief, $1,000 per day in damages from noncompliance date until compliance, and costs and attorney fees.
