Requires each ballot (except provisional ballots) to bear a unique identification number or designation, with ballots numbered consecutively, alphanumerically, or in batches of at least 200, with tracking linked to specific voting locations.

Prohibits the government from maintaining databases linking voter identities to ballot unique identifiers, transcribing identifiers except as necessary, or requiring/asking voters to reveal their ballot identifiers.

Mandates county recorders to publicly post counts of printed and generated ballots in five categories (early, regular, provisional, federal-only, and electronic) within two calendar days as ballots are produced and cast.

Modifies hand count procedures for elections to clarify ballot designation methods, expand audit procedures for early ballots, and define "involuntary" disclosure of ballot identifiers as disclosure motivated by financial gain, financial penalty threats, or physical harm threats.

Appropriates $6,000,000 from the state treasurer to the secretary of state for distribution to counties to cover compliance costs with the new ballot identification and tracking requirements.
