Amends Arizona Revised Statutes section 28-1098 to expand the definition of highways to include streets and roadways where vehicles cannot drop, sift, leak, or lose load material.

Adds exception allowing minor pieces of agricultural materials or equipment to escape from agricultural loads, and exempts vehicles used for agricultural purposes on farms from these restrictions entirely.

Increases civil penalty amounts: first violation in 60 months increased to $250, second or subsequent violation to $350, accidents with serious physical injury to $500, and accidents resulting in death to $1,000.

Requires loads and coverings to be securely fastened to prevent them from becoming loose, detached, or hazardous to other highway users.
