Prohibits teachers, principals, and school employees from subjecting students to corporal punishment, defined as inflicting physical pain on a student as a means of discipline.

Allows physical contact that is incidental, minor, or reasonable for maintaining order, control, and safety, and permits restraint or seclusion techniques that comply with section 15-105.

Removes language from school discipline rules that previously allowed governing boards to establish procedures for using corporal punishment if allowed by the board.

Requires consideration of reasonable judgments made by school personnel at the time of using restraint or seclusion techniques when determining compliance with the law.
