Establishes a monthly stipend program for kinship foster care parents caring for children placed with them by the Department of Child Safety.

Stipend amounts increase over time: $300 per child per month from December 31, 2024 through December 31, 2025; $400 from December 31, 2025 through December 31, 2026; $500 from December 31, 2026 through December 31, 2027; and $600 from December 31, 2027 onward.

Kinship foster care parents remain eligible for other financial services including full foster care benefits and Temporary Assistance for Needy Families cash assistance payments.

Maintains existing requirements for kinship foster care parent applicants including age requirements, criminal background checks, home visits, and interviews to determine ability to meet child's health and safety needs.
