Amends the definition of "child only case" in Arizona Revised Statutes Section 46-101 to include children living with an unrelated adult or nonparent relative who is responsible for meeting the child's basic needs and is not receiving cash assistance.

Expands eligibility for temporary assistance for needy families (TANF) to cover situations where a dependent child lives with a caregiver who is not currently receiving cash assistance themselves.

Modifies the "assistance unit" definition to explicitly include child only cases as members of a family unit whose needs are considered together to determine cash assistance benefit amounts.

Clarifies that "needy family" does not include a child only case, maintaining the distinction between traditional family assistance and child-only assistance cases.
